This is Miljo, "the crazy". He was a beloved resident of Plovdiv, who liked to listen to other people's stories and conversations (that's what I could find in the Internet). And today, you can whisper your dreams in his ear, and maybe he can make them become true... He is sitting in the main pedestrian zone, so it's easy to find him.
